- Introduce the number of the bill you will be speaking on.
- Indicate right away whether you support the bill, oppose it, or are offering suggestions to improve it.
- Explain your reasoning using evidence based resources.
- Keep your remarks short and succinct; 3-5 minutes is usually enough to get the point across to your audience. Make sure you have a compelling case.
